VYAPAM Scam - the Outrage and the Undercurrents

Dr. Anand Rai is a medical practitioner based in Indore. He couldn’t keep himself isolated from the news of forged admissions and large scale corruption in MP state agency conducted pre medical test (Madhya Pradesh PMT). The state agency under question was Madhya Pradesh VYAvsayik PAriksha Mandal (popularly referred to by its acronym VYAPAM). He filed an FIR in Indore Court and based on the hearings one of the kingpins of the scam Jagdish Sagar was arrested by MP Police. Jagdish Sagar later threatened Anand Rai in the same court premise. There were several such stated or implicit threats issued to Dr. Rai from people who were either already arrested or were being investigated by the Police. Dr. Anand Rai asked for the Police protection citing a threat to his life under witness protection law. Initially he was refused any such protection. Later, once the issue started showing its true proportions, he was granted a Police security, albeit he had to pay for this protection from his own pocket.

This is the story of a man who was key to exposing one of the most intriguing scams in recent memory. The way law keepers and concerned authorities reacted to the threat to his life raises a number of questions. Did they not know the deep rooted stench that may have been present in the case, possibly involving people from highest corridors of power, or did they know this all too well and decided that discouraging the act of such whistle blowing was a prudent way to safeguard those involved?

Nevertheless, the scam has manifested itself in its truer form ever since. This is a very curious case in the sense that it did not surface through the bites of overnight sensational revelations. Earliest reports that VYAPAM was missing a decent bone or two in its functioning started appearing in 2004. From 2009, these reports started gaining a new lease of momentum when the sheer number of people involved ensured that the cozy club of beneficiaries could not be trusted to safeguard the shady details of scam. There was a vortex of breakdown of information – sometimes from middlemen, professionals who had allegedly joined government services with questionable credentials, students, and even parents. A few mysterious deaths of those who had links to VYAPAM soon followed. But we waited. We waited because the deaths were not significant in number and hence threshold of pan India attention was still not around.

But that scenario has changed now, some media reports put the number of people associated with VYAPAM scam who have died after investigation were initiated to as high as 48. MP administration itself admits that there have been around 28 deaths. We can reasonably put the actual number somewhere in between. Of these deaths, at least 12 have been reported to have occurred under mysterious circumstances. For example the case of Dr. D. K. Sakalley, who was the dean of Netaji Subhash Chandra Bose Medical College - he first took a medical leave from his college and then later allegedly immolated himself in his own backyard. There are several other examples where nature of deaths can’t be dismissed as natural without raising an eyebrow.

These deaths have given fuel to the public outcry and media outrage to the scam. There are multipronged demands from opposition parties both from within and outside the state to hand over the investigation to CBI and let it be monitored by Supreme Court. State government says that the investigation is currently monitored by High Court and is driven by a High Court constituted SIT and STF (Special Task Force) – and that handing over this case to Supreme court will not only undermine its own state agencies but will also amount to contempt of the High Court.

But beyond this almost familiar chorus of an Indian scam, there are some uncomfortable questions nobody is willing to own. Dr. Anand Rai’s expose was made early in 2013 and the matter was being actively investigated. VYAPAM was at the center of this brewing storm. There was little doubt that some of its own people, entrusted with the critical task of feeding state government with administrative cadres are conniving to fill up their coffers. But even in the face of such distrust, all the non IAS based exams were folded under the preview of VYAPAM by MP government in the same year. This was a decision rooted in contradictions. Government could have waited for a few years to let VYAPAM clear its name from the scandal and then could have proceeded with transferring even more powers to the commission. The same year witnessed something even more unique – Madhya Pradesh became the first and only state to remove physical fitness marks from police cadre test. This category of test was relegated to ‘qualifying’ criteria and it didn’t matter how well you performed in the test itself. Effectively all the marks were now being given during written tests and interviews. Voices were raised against this move and many failed to understand the rationale behind such a decision.

Some state medical colleges did a commendable jobs of reporting any suspect admission to state authority, with a copy each sent to Chief Minister himself between 2011 and 2013. They called out the students’ name and roll numbers in their reports to state authorities. Despite this, however, the Chief Minister said in the assembly that he was not aware of a single student securing admission through unfair means under VYAPAM. Opposition and some whistleblowers have accused the ruling administration of being party to a larger conspiracy – the attempt to inject its cadres in the key administrative and bureaucratic positions. These positions, once filled, continue to be served by the person for around thirty years unlike political incumbency which goes under ballot hammer every five years.

The arrest of Jagdish Sagar, based on the PIL of Dr. Anand Rai, brought major information related to the scam to public preview. Jagdish Sagar had once sold his wife’s Mangalsutra to complete his medical education. Later in his career, this little known man from Gwalior amassed such an empire of illicit connections and wealth that left MP Police baffled and scrambling for answers. During a particular raid at his residence, millions of Rupees of cash and records of at least thirty properties at various places were recovered. During interrogation he quoted below ongoing rates for the admissions under the VYAPAM scam:

·         Conductor in transport department – 15-20 lacs
·         Food inspector – 20-25 lacs
·         Sub inspector – 15-22 lacs

The modus operandi of scam was simple and varied – and speaks of the confidence that the involved people had while altering established norms of admissions. Some students had their exam entrance cards tweaked and photos changed to an impersonator. The impersonator would often charge a hefty amount for appearing in the exam on behalf of students and ensuing that the students cleared the entrance tests. These photos were later restored to originals after exams. In other cases a person was strategically seated between two students and allowed them to copy the responses. There were also instances where students left their answer sheets empty which were later filled up by middleman and VYAPAM officials.

Everything was possible provided you had the deep pockets to fund it.

Official numbers put such questionable government employees who cleared the test by unfair means to more than a thousand. Moreover over five hundred medical doctors have allegedly cheated in the exams to get in to medical colleges. Over two thousand five hundred FIRs have been filed against people across multiple districts of Madhya Pradesh and Uttar Pradesh. Some reports suggest that at least eight state level professional entrance exams were tampered between 2009 and 2010.

These are damning numbers, and unsurprisingly state government and by extension even the central government of the day find themselves in a tight spot. There are more dirty linens expected to be washed in public. Exposes and counter exposes, media bites and revealing testimonies are going to occupy much of the print and television media space in coming days. People are aghast with yet another reinforcement of their skepticism in government functioning – that everything is rotten from top down and only high and mighty get their way in today’s influence driven world.

But there is also a risk that we may miss the larger picture amid all the brewing storm. Who were the people, now conveniently termed as ‘victims’ of the scam, who bribed middlemen and officials to secure their children a seat in government jobs? Who were the people who crossed all the barriers of ethics, and let themselves be driven by greed, insecurity, and deceit of a comfortable and upward mobile life? They formed a nexus with the more than willing middlemen, giving shape to a Kraken of a scam in which everyone seemed to be winning, but everyone eventually has lost. In their moment of misplaced judgement, they chose to abandon all sense of proprietary and did the exact same thing they have been accusing political and administrative elite of doing.

This indicates to a rot that runs deep in our conscious, we as masses are susceptible to lure of short term gains and allow ourselves to be corrupted at the slightest of possibilities. No wonder then, that the political and administrative leadership show us the mirror of our intentions, albeit in a scale and manner befitting their clout. No wonder then, that such scams have repeatedly surfaced, not only in Madhya Pradesh but in places like Haryana and Bihar where parents have been shown to be a consenting party to this sinister pattern.

Intriguing trend of deaths may be giving VYAPAM an odd sense of public attention and we should therefore brace for a lot of self-righteous comments and coverage from people sitting on the high chairs on their judgment. But the real question is whether we have the courage and conviction to point out where the real blame lies? Why do official believe that they will find enough people interested in such murky dealings to make it a multi-million Dollar scam every time? What gives them the confidence with which the launch such shady enterprises? Do they know of our frailties and motivations better than us? Or are we just plain hypocrite to admit to our own shortcomings?

Let’s Make the World a Better Place to Live : An Eye for an Eye Will Make the Whole World Blind !!

I am afraid as I find a complete darkness and inhumanity all across for a moment. Recent terrorist attacks at various parts of the world have shaken the whole idea of brotherhood, love and humanity. Whether its Lindt cafe in Sydney or Army Public School in Peshawar or Charlie Hebdo office in Paris, all these recent terrorist attacks are a big black blot on the humanity and mankind itself. Although there is such a large list of such terror attacks on the humanity in the past, I will just discuss these three recent attacks in this article to be more specific. I feel all the pain and grief as every other sensible people in most reasonable way for all such things and strongly condemn such heinous terror acts and extend my full sympathies and solidarity to the victims and their near and dear ones in this hour of extreme grief.

Who are these people who attack?

When we closely examine these events, we will find these attackers are no one but a complete case of psychos,retards,serial offenders and extremists who don’t have any idea about core values of any religion. Attacker at Lindt café in Sydney was a history sheeter and a murderer of his wife and a self-proclaimed Islamist. Attackers at Army Public School in Peshawar were extremists Taliban who are very much reluctant to modern open thinking and free society. Attackers at Charlie Hebdo office in Paris were the persons who were highly intolerant for the criticism on their religion. While these attackers are from different geographical locations and culture, might be their religion due to their names is same, but one thing is very common among these all such people. They all don’t understand the whole idea of humanity, tolerance, collective growth and an open and free multilingual, multicultural society comprising of people from different religion and beliefs.We must understand that terrorism and terrorists are no way related to any particular community or religion. They have their own personal agendas or propaganda which is no way for any kind of betterment or profit to their religion or themselves with which they claim to belong to very wrongly.

Who are those people who become victims?

When we talk about victims in such attacks, mostly they are innocent people and children who have nothing to do with such ridiculous and senseless inhumane things irrespective of their religion or identity. 145 innocent children of Peshawar attack were of the same religion as the attackers supposedly belong to. Ironically, attackers at Charlie Hebdo office in Paris killed the French policeman Ahmed Merabet very brutally who was defending the assault on office from terrorists, who was also of same religion as the attackers supposedly belong to. I am not going to discuss such type of terror attacks in the whole history happened so far in this article itself done by different sections of the people as that needs a long discussion and case by case studies. Just by analyzing these tragic events, we can have a clear cut idea. Terrorists all across the world don’t belong to any religion as they are supposedly linking themselves by their appearance. They are just curse on the humanity who bring bad names to their community with they supposedly belong to due to their names and appearance.

What is the reason behind such people inhuman violence acts?

I find some very possible reasons like ignorance, intolerance, impatience or in few cases injustice. If we talk about attack on Charlie Hebdo office, we got news that attackers attacked the office for the revenge on few controversial cartoons on Islam and Prophet Muhammad (PBUH) .Attackers must know that this is not the way; you can do something good for your religion except bringing bad name and hate. Prophet Muhammad himself never justified any such act of revenge or hate to anyone irrespective of belief. We can have an idea about his tolerance and patience by this short incident. A neighbor of the Prophet that tried her best to irritate him by throwing garbage in his way several days. One day, when he walked out of his home there was no garbage. The Prophet inquired about the old lady and came to know that she was not well. The Prophet went to visit her and offer any assistance she might need. The old woman was extremely humbled and at the same time ashamed of her actions in light of the concern that the Prophet showed her. We need to understand the very fact that attention and love of anyone can only be achieved by giving love and being polite to them rather than by applying force or fear. World is perfect mirror. Taliban just took many innocent lives for the so called revenge of the military actions of the Pakistani Army and for creating fear in the people heart and mind.

When I go more deeply into such terror acts which all are happening across the world, I find lust for dominance is the main factor behind every such thing. From biggest to smallest level, you just analyze and you will certainly find that all wars, clashes and such heinous terror acts are mainly due to setting themselves more dominant from rest.War of dominance is the biggest deterrent for the world peace and harmony. What do you think ?

Yes I do believe that every incident have two sides of stories and justifications. But killing humanity on the name of revenge is not at all justifiable at any level by any religion and their sacred scriptures. If you want to protest something which is against you, there are many non-violent ways to do so.Might be your voice will be heard very late, but you must remember, someday you will find unexpected support and attention from various quarters if you are correct.Violence is not at all a solution for any kind of protest which always brings bloodshed and cycle continues.We all must need to stop this inhumane cycle by being tolerant and non-violent.

Which religion in the world justifies such cruelty and inhumanity? 

Not a single religion of the world advocates attacks on innocent people. Yes, I do agree, we can have different methods of praying, different attire and looks but one thing is very common, all religions and their sacred books have peace and love in their ethos. If the Almighty himself is taking care of all people in the world irrespective of their religion, then who gives anybody right to kill anyone just because they don’t share the same faith and ways of worship. If God himself is not differentiating at the time of birth by any means, why we are creating tension on the name of God!

Bollywood movies like “PK” and “OMG- Oh My God” illustrates few very complex things in easiest possible ways. How on the matter of religion, people have become thirsty for each other blood. How self-proclaimed contractors of religion are fooling the innocent people everywhere. All the religions of world advocates peace and harmony but few low minded people who cannot understand the greatness of mutual growth are inciting the softest corner of the people and promoting blood bath and hatred. We must understand that first and foremost we are human beings and then all the earthly classification and divide comes into picture. We all are unified by humanity which gives us an edge from all other species.

For making a better world, we all should come out from narrow thinking and raise our strong voice for a united world irrespective of all our earthly divisions. Father of the nation of India, Mahatma Gandhi very correctly warned us “An Eye for an Eye Will Make the Whole World Blind”. We should not relate any terror act to any particular community or religion, rather world must get united to fight against such retards who all are killing innocent people on the name of religion and dominance. Definitely this world is having plenty of good and sensible people across the geographies and ethnicity, who are putting their best efforts to make the world a better place to live peacefully with harmony. After these recent terror acts, trending hashtags like #illridewithyou, #JeSuisAhmed, #PakWithIndiaNoToLakhviBail, #IndiaWithPakistan on twitter shows the strength of such sensible people who are having open mind and promoting free society. We must stop stereotyping people and community, making perceptions about people by their facial, physical appearance and attire. We need to understand the very fact that one single individual can be of bad nature or of criminal mind, not the whole society, community or religion with which he/she supposedly relates to. World must get united to defeat all such fascist, racist and communal forces and people around the world. These all good and supporting acts by nice people give us a hope to move ahead for a better world.

Let’s make the world a better place to live, free to roam and speak, free to practice any faith. Let’s make the “REAL FREEDOM” free for everyone in every possible way.

Women empowerment means the uplifting of women in social , cultural as well as in the economic  ways,  it is the process in which  she can directly  participate  in the programmes of the society  and the temptations against  the role of her participation  will be eradicated. Women  empowerment  is an inevitable  pedestal in which, she shall  be equipped  with men in all ways,  she can enjoy  the  joys  of the society  without  any hindrances  based on the gender disparities. Is there any link between demography and women empowerment?  The family planning   and controlling demography are truly linked with empowerment of women in many ways. Thus we need an environment in which, population shall be controlled.

Through such a way, the well-being of women is empowered because she can be blessed with minimum requirements in the family. The women are the section who is compelled for the compromises in all perspectives, to suffer all miseries, including hunger. Thus through   creating small families better income distribution is possible. Thus the women in families can get better medical  care and it have a great link with the future Indian youth that the  food and quality of life of women can  influence the health conditions  of the babies during the time of pregnancy.

The contraceptive  methods  can be more efficient  with cooperation  of the women  because  most  often absence  of contraception  leads to unexpected pregnancy  and it can lead to the scattering  of the resources  of the families and the health  conditions shall  be reduced. Thus we will have to adapt  family  planning  with more changes,  awareness  regarding  contraceptives shall be enhanced with classes  and they should  be  educated  regarding the  usages of it. Thus,  through  implementing  proper  awareness ,  they can avoid  unexpected  pregnancy,  it can increase  the betterment  of them in  the families. The awareness especially to women can make them more aware regarding contraceptives; they can compel men regarding the usage of it. Awareness should reach to grassroots levels from urban to deeper rural India.

The governments have to make more resources to tackle with empowerment; it will lead government to spend more on awareness programmes etc. Thus for implementing empowerment of women, the family planning is necessary and so we can enhance the situations.

Education has a great role in the empowerment process because proper education and literacy can make good escalation in the educational status of women. Thus we can change  the conditions  of women  in her working  conditions ,  working  hours  and  wages. Implementing  educational status  can make her fit for better  job conditions ,  it can enhance  her role in families ,  environment  in the families, education  of children etc . Thus she can make better space in her family through making better decisions. Through her interactions, she can make better analysis regarding social issues and is necessary to change the orthodoxy of her family. Better education facilities can be achieved in a great deal only if proper family planning is achieved. If we want to do anything regarding empowerment in a great way, family planning is very much necessary. With a big population, it will be very hard to achieve minimum assurance in health conditions as well as better straddles, which is necessary to achieve the betterment of the conditions.

Social  inclusiveness is the better  way to empower  women  and it can be achieved  properly  with better  family  planning  because through  small size of families  ,population  shall be reduced, It can reduce  the situations  of disparities  in the economic  distributions and working conditions  of rural  and urban middle  class, with such measures, it can make them beneficial  ultimately. Thus we need a situation in which, social inclusiveness shall be beneficial   to them and it can be achieved hardly   without a great population control mechanisms.

Sanitation facilities are inevitable regarding betterment of the conditions of women and it is necessary to prevent atrocities against women. Open defecation may lead to situations of rape and such problems. Thus we need to enhance sanitation facilities in our homes to achieve women empowerment and to prevent atrocities against women. Population is the major bottleneck in this regard and the programmes of Swachh Bharat Abhiyan can play a greater role. Through  increasing  sanitation  facilities and toilets  in our homes,  it is possible  to  reduce  the problems  of violent  incidents  against  women.

The policies  and programmes  in India  faces a lot  of problems  regarding the empowerment  of women,  the activities  of government  is targeted poorly and huge population  act as the major  bottleneck. Thus we need stability in our population to enhance the measures to uplift women. Providing  basic  amenities and  satisfying  needs  of  a huge population  is a big problem  and if we want to implement  our policies of public distribution  system  and such  measures of direct  employment  of National  Rural  Employment  Guarantee    Act etc , we will have to reduce  our population. To achieve this, it is better to use awareness of rather than coercion. In our health  system, we do promote conventional  contraceptives more rather than  newly innovated measures because proper  medical  as well as health  monitoring  are necessary  with that  and to provide  that  is almost  impossible  though  they are available  in market. To target better results in empowerment, measures like population control is necessary considering balanced male-female sex ratio to achieve better results.
